Forgery, as defined in § 943.38(1) of the Criminal Code of Wisconsin, is committed by one who with intent to defraud falsely makes or alters a writing or object whereby legal rights or obligations are created or transferred so that it purports to have been made (by another) (at another time) (with different provisions) (by authority of one who did not give such authority).

Uttering a forged writing, defined in § 943.38(2) of the Criminal Code of Wisconsin, is committed by one who utters (presents) as genuine a forged writing or object by which legal rights or obligations are created or transferred, knowing that the writing or object was falsely made or altered.
Uttering a forgery requires the following;
• The writing was one by which legal rights or obligations are
created or transferred.
• The writing was falsely made or altered.
• The writing was uttered (presented) as genuine.
• The person uttering the writing knows the writing was falsely
made or altered.
